I would like to cite KDD99 dataset from your repository in a tutorial of mine.
Is there existing template of bibtex or something like that for this purpose?

It's best to look at KDD site, as they're the original authors of the dataset. If you wish, you can also cite TunedIT, see the How to Cite page. If you want to point to a specific file in Repository, it's best to give its URL, for example:

http://tunedit.org/repo/KDD_Cup/KDDCup99.arff

or just its path in Repository (the segment after http://tunedit.org/repo/):

KDD_Cup/KDDCup99.arff
